Panel members heard that Inspector X managed to obtain the officer's personal mobile phone number and began sending her messages that quickly became personal and inappropriate.
On March 20 2024 he said they should meet up for a drink.
The next day he suggested they go on holiday together, adding that her husband was "mad" for pushing her away. On April 9 he told her he was half-naked in a sauna, the panel was told.
On April 21 he asked if she could keep him "entertained" at work, said he liked the colour of her leggings, and referred to her "tightly-fitting outfit".
The disciplinary hearing was chaired by Assistant Chief Constable Tony Rowlinson (Image: Hampshire police)
A report of the proceedings described the Inspector's behaviour towards the other officer, identified only as "PC A".
It said: "Your inappropriate and improper conduct with PC A was an abuse of your position and a breach of trust because you were an experienced police supervisor and PC A was a student officer.
"Your contact with PC A caused her stress and worry at a vulnerable time as she was a new officer struggling with her chosen career path and having marital difficulties.
"You picked up on her vulnerability and abused your position to commence an inappropriate personal relationship with her."

The report said PC A had described the Inspector's messages as "creepy", "freaky" and "wholly inappropriate".
"The officer invited her to meet outside of work, sent messages containing "X" (interpreted as a kiss), and made remarks about her appearance.
"The officer denies any ulterior motive, stating that his messages were intended to be supportive and humourous. He accepts, however, that some were inappropriate or over familiar."
Chaired by Assistant Chief Constable Tony Rowlinson, the three-person panel found the Inspector guilty of misconduct.
