The thing is: there was so little time between Carney winning the leadership of the Liberal Party and the snap election he called, he really didn't have an opportunity to assemble anything approaching his own team. That personalized team would have been crucial to helping Carney implement his own agenda and meet his own goals as prime minister.
But, with merely weeks between becoming PM and then plunging the country into an election, Carney was for the most part stuck with Justin Trudeau's well-worn former loyalists who turned on the former prime minister when his popularity tanked.
