The Westfield Redevelopment Commission approved an amendment to a parking declaration that will allow employees of Union Square businesses to pay a lower rate at the Union Square at Grand Junction parking garage.
Employees within Union Square can purchase a $10 monthly parking pass. The declaration was approved unanimously during the Westfield Redevelopment Commission's Dec. 15 meeting.
When the Union Square development was approved, included was a parking declaration between developer Old Town, the Redevelopment Commission and the Westfield Building Corporation that includes a $40 a month parking pass collected by Old Town when tenants sign their leases. This gives tenants 24/7 access to the parking lot.
However, there was no parking provision carved out for downtown employees.
"A fair number are part-time employees," Westfield Economic Development Director Jenell Fairman said during the meeting. "They're not parking there every day. They're not parking overnight, and particularly for high school employees or part time employees that are working at or near minimum wage, for them to spend $40 a month on parking may make it impossible for them to afford to work in this building."
The employee pass would not allow for overnight parking.
The parking lot has 301 spaces and will remain a first-come, first-served lot that serves both the public and those who have parking passes. A single parking pass is reserved for residents, and residents who live in two-bedroom apartments can purchase an additional pass. There are 196 apartments in the development, but not all are leased out.
A parking pass does not guarantee a space if the lot is full or if spaces are being used by the public.
"What does that mean if that person that has a pass comes in after a (a member of the public without a pass) is going to the park. They don't have a spot to park?" commission member Jon Dartt said.
Fairman said that as Union Square goes through Phase 2 of its development, more parking spaces may be made available.
