Investigations indicated a man and a woman assaulted two separate women and tried to steal their vehicles, but failed.
Police allege they then targeted the red Mitsubishi Outlander, assaulted the driver and successfully stole the car before fleeing north along the highway.
During these incidents, it's understood the two offenders threatened drivers with a firearm.
A man and a woman were seen running away from the crash site on foot.
In response, officers declared an emergency under the Public Safety Preservation Act (PSPA), locking down the area for several hours.
While the suspects were not located, police found a homemade firearm near the vehicle.
Both the stolen Mitsubishi and the firearm have been seized for forensic examination, police said.
The man is described as 35 years old, Caucasian, with short dark buzz-cut hair, brown eyes, and distinctive tattoos on the left side of his face and left arm and hand.
The woman is believed to be 26 years old, Caucasian, with blonde hair showing brown regrowth, dark eyes, and small tattoos near both her eyes.
Police are urging the two suspects to contact authorities and surrender.
Anyone with information or dashcam footage from the area is encouraged to come forward.
