This is even as Governor Otti has given automatic employment to nine ex-corps members of Abia origin, who recently received presidential NYSC honour awards.
Receiving the report from the Panel chairperson, Hon Justice Florence Duroha-Igwe (retd), Governor Otti stated that the setting up of the Judicial Panel of Inquiry was not for any form of vendetta or witch-hunting.
"Setting up this judicial panel of inquiry had nothing to do with vendetta, nor did it have anything to do with scapegoatism."
The governor assured that the government would take the report seriously, adding that a committee on the white paper production had already been constituted and that the report would be given to them.
"So, one thing that I can confirm to you is that we are going to take this report very seriously. Like the Honourable Attorney General has said, these two volumes will be immediately dispatched to the Committee on the Production of the White Paper, which will be an instrument."
Otti thanked the chairman and members of the panel for the hard work they did in the past two years to come up with such a report.
The Chairman of the panel had earlier, while submitting the report, explained that out of the 350 petitions and memoranda received, the panel was able to hear, conclude and submit its report on 278.
"On that occasion, Your Excellency graciously directed that we return to work on the remaining 72 petitions and memoranda left unheard.
"You did not wish that any Abian should be sent home without being heard," Justice Duroha-Igwe said.
She told the governor the report was in 2 volumes and thanked him for giving them the opportunity to serve the state.
Meanwhile, Governor Otti has given automatic employment to nine ex-corps members of Abia origin, who recently received presidential NYSC honour awards.
The Governor, who made this known while receiving the nine ex-corps members led by the NYSC State Coordinator, Mrs Gladys Adama, in his office, directed the State Head of Service to issue them appointment letters with immediate effect.
"On behalf of the State Government, you are going to leave here with a token. But beyond the token, I hereby temporarily lift the embargo on employment to employ the nine of you, except if any of you is not interested.
"So, having lifted that embargo and having employed all of you, I also close the embargo.
"Honourable Attorney General, please communicate to the Head of Service that the nine of them should be given automatic employment. No interviews. They have already passed the interviews," an elated Otti stated.
Responding on behalf of others, Mr Nwogu Chinomso from Obingwa LGA thanked Governor Otti for the recognition and appointment given to them and promised they would serve the state with dedication.
Others given automatic employment are Anyanwụ Promise, Ezieme Francis Uba, Emmanuel Ogbenyealu Ezinne and Abia Chinwendu Grace.
Also on the list include Nwafike Esther Chiemela, Dr Ugwa Obinna Mark, Eke Lawrence Miracle and James Raphael Chukwuebuka.
