Vietnam appoints two new provincial leaders in Hung Yen and Ninh Binh

Senior officials with rich local experience take up new roles in Hung Yen and Ninh Binh.

Vietnam's leadership reshuffle continues with two major appointments in the northern provinces of Hung Yen and Ninh Binh. Pham Quang Ngoc has been elected chairman of the Hung Yen People's Committee, while Tran Huy Tuan has been appointed deputy secretary of the Ninh Binh Provincial Party Committee.

At the 33rd session of the 17th Hung Yen Provincial People's Council, delegates approved the dismissal of Nguyen Khac Than from the position of chairman and provincial council member, following his reassignment as Party Secretary of Nghe An province.

The council then elected Pham Quang Ngoc, deputy secretary of the Hung Yen Provincial Party Committee for the 2025-2030 term, as the new chairman of the People's Committee for the remainder of the 2021-2026 term.

In his inauguration speech, Pham Quang Ngoc pledged to build a dynamic, fast-growing economy for Hung Yen, driven by science, technology, innovation, and digital transformation.

He outlined a vision for the province to become a modern industrial hub meeting first-class urban standards by 2035, and a smart, ecological, centrally governed city by 2045, where residents enjoy prosperity and happiness.

He also promised to accelerate administrative reform, eliminate corruption and bureaucratic inertia, and create a favorable business environment.

Born in 1973 in Ninh Binh province, Pham Quang Ngoc holds a PhD in Animal Science, a master's in Environmental Science, and a bachelor's in Biology. He previously served as vice chairman and chairman of the Ninh Binh People's Committee, as well as head of the provincial propaganda department.

In a parallel leadership change, on the same day, the Ninh Binh Provincial Party Committee held a ceremony to announce the Central Secretariat's decision to assign Tran Huy Tuan as deputy secretary of the provincial Party Committee for the 2025-2030 term.

Tran Huy Tuan, previously deputy secretary of the Lao Cai Provincial Party Committee and chairman of the Lao Cai People's Committee, has officially left his post in Lao Cai and taken up the new role in Ninh Binh.

Hoang Dang Quang, standing deputy head of the Party's Central Organization Commission, praised Tuan's leadership record, describing him as a capable and experienced official, known for his strong grassroots connection and effective governance.

Tuan expressed gratitude for the Party's trust and pledged to uphold political integrity, moral discipline, and close ties with the people. He promised to unite the provincial leadership in fulfilling the goals of the upcoming Party Congress term and transforming Ninh Binh into a centrally governed city by 2030.

Born in 1974 in Lao Cai, Tuan holds degrees in Hydraulic Engineering and Political Economy, and a master's in Natural Resources and Environmental Economics.

He has held various leadership roles including deputy director of the Department of Agriculture and Rural Development, chief of staff of the provincial People's Committee, head of the provincial Organization Committee, and provincial Party secretary.
