Bulgaria's Constitutional Court has instituted a constitutional case following a request from 53 MPs in the 51st National Assembly concerning recent amendments to the Special Intelligence Means Act, the Court's press service said on Tuesday. The revisions were conclusively adopted by Parliament on October 10, 2025, but were later vetoed by President Rumen Radev. Parliament overrode the veto on October 30, and the amendments were gazetted on November 4, 2025.
Under the amendments, the chairperson of the State Agency for Technical Operations (SATO) will be elected by the National Assembly upon a proposal from the Council of Ministers. Previously, the head of SATO was appointed by a presidential decree, also based on a government proposal. In addition, the head of the agency responsible for the application of special intelligence means will now be assisted by three deputy chairpersons appointed by the Prime Minister, up from two previously.
